Europe's public authorities are major consumers. As they choose environmentally friendly goods, services and works, they can make an important contribution to sustainable consumption and production, also known as Green Public Procurement (GPP).
Croatia adopted an Action Plan on GPP five years ago. However, its implementation has been slow. Less than 1% of the Croatian public procurement is green. As a result, the country is the member state with the lowest percentage of green procurement in Europe.
